PGPD Arrests Suspected Drunk Driver in Fatal Hit-and-Run in College Park

Jacky Luangraj

The Prince George's County Police Department arrested a suspected drunk driver shortly after he hit and killed a pedestrian in College Park. He's 33-year-old Jacky Luangraj of the 7600 block of Well Street in Manassas, Virginia. The victim is 21-year-old Janelle Marie Oni of Billson Road in Randallstown.

On July 6, 2014, at about 3:00 am, patrol officers were called to the 7300 block of Baltimore Avenue for the report of a hit-and-run involving a pedestrian. When they arrived, they found Oni in the roadway with critical injuries. She was pronounced dead on the scene.

The preliminary investigation suggests Luangraj was heading northbound on Baltimore Avenue when he struck Oni as she tried to cross the street. Luangraj did not stay on the scene. A short time later, PGPD patrol officers stopped a minivan matching the suspect's vehicle at Baltimore Avenue and I-495. Officers arrested the driver, Luangraj. He's now facing 13 charges including negligent auto homicide - under influence, driving under the influence and reckless endangerment. At the time of his arrest, his BAC was twice the legal limit. He was not hurt in the crash.
